Build mkgmap/splitter #193

- correct handling of polygon file with less than 40 edges (when splitter tries hard to fit tiles into the polygon). Since r610 splitter crashed with saarland.poly - improve switching to alternative algo (let it start with an empty solution instead of that of the first algo) This will more likely find a good solution if there is one and the first algo didn't find it.
