try to fix problems with the --mdr7-del processing. The old too code often produced wrong index entries. - only avoid to create index entries for label "Akazienweg Foot" when there is another label "Akazienweg" for the same road (presuming the --mdr7-del list contains "foot"). This produces a slightly larger mdr file and probably is a bit slower.
