fix java.lang.AssertionError: no outer way in partition - check both possible connection points when trying to close unclosed rings "around tile". Only close when there is exactly one. With the old code the result depended on unpredictable order in IdentityHashMap. Maybe it is possible to detect the better/correct closing point but I think it would be pure guesswork. - replace assertion by error message and stop rendering the MP if no outer is found
