[mkgmap-dev] splitter r459 and later in refactoring2 branch

Hi all,

I try to find a better structure for the sources in splitter and therefore
moved classes to new packages.
Don't use this version of splitter for the generation of precomp-sea.zip,
mkgmap needs an older version.
I hope this will not cause trouble when merging back this branch...
