[mkgmap-dev] Commit r4397: implement and document new option --is-in-landuse=value[, value...]

Hi

What needs to be clarified is if the way, possibly closed, has to be
fully within the specified area, or just partially.
Maybe this can be represented as the value of the the created
mkgmap:{areaTag}:{areaValue} tag.
