[mkgmap-dev] Wrong turn restriction warnings

Relation 1610018 is reported to lack "to" way for tile 
http://mapas.alternativaslibres.es/55114002.img while it is fully 
contained in tile http://mapas.alternativaslibres.es/55114011.img
