0x3003 was already used by amenity=townhall, so it is a safer choice
of these two, although slightly misleading, because the POI submenu
says "City Hall".  I committed that in r1420.

I will test 0x3000 too and populate the Edge 605/705 column of the 0x30
(Community) section of
http://wiki.openstreetmap.org/wiki/OSM_Map_On_Garmin/POI_Types
while doing that.
