no_hp-overflow_v2.patch by Ticker Berkin (with modified javadoc and updated unit tests): 
Improve conversion between degrees and mapunit or high precision values. 
This fixes spurious artifacts (gaps or zig-zagging) and typically reduces RGN size slightly.
