[mkgmap-dev] Fix Sea Patch

Hi Mike & Gerd

The floodblocker code is still there and, I think, doesn't work any
better or worse than before. I'd never suggest anyone tried use it to
fix coastline errors and I think it should be removed.

I plan to look through all the sea stuff in detail on Monday
