[mkgmap-dev] Name Substitution not correctly working

Hi Steve,
Great that patch is working now. Only the line number first confused me 
- as it concerned a commented out line. But I think that's even better - 
that way you will notice even earlier that you should use UTF-8.

So it's ready to be pushed into trunk I think..
