I see this problem too.

Looking into the differences, there are a few minor differences
in the number of cities and the number of roads, but not enough to
explain the difference in size.

The main difference seems to be polygons.

The following polygon type appear in the pbf created img files that do
not appear at all in the o5m created img files.

Type 3, Rural housing area
Type 4, Military base
Type 6, Parking garage
Type 9, Marina
Type 14, Airport runway
Type 22, National park

This was without keep-complete, with just:

   splitter.jar --output=o5m ../../british_isles.osm.pbf
