[mkgmap-dev] new tile splitter released: r263

I would place it also to wiki mkgmap/help/splitter, if it's ok. Because 
osm-wiki also contains the documentation of mkgmap and mkgmap.org.uk 
links to osm-wiki for documentation.

But I would wait, till branch is merged back to trunk.
