[mkgmap-dev] Duplicated POI's in overlapping areas.

Be sure to use the latest revision of splitter, as before r21 there was 
a problem with the decimal point, which in turn breaks the clipping of 
the osm data, because it cant read the bounding box. Then the result is 
what you see.
