[mkgmap-dev] Highway shield and length parameters

Hi all style users

I've noticed that the code and style manual differ in the meaning of
the highway-symbol max-length parameters.

The manual says the text is truncated to this length.

In the code: if the text is longer than the length it is left
untouched. No shield is added, spaces are not removed and it is not
truncated.

Should I fix the manual or the code?
