[mkgmap-dev] new splitter version r643

Hi Gerd

Splitting britain-and-ireland-latest.osm.pbf:

I get a better run-time with the new version; 19mins 36 secs down from
27mins 10 secs.

The same number of tiles, but with a slightly different layout.

About the same highest memory used.
