[mkgmap-dev] Proof of concept for better sea in overview map

I just updated australia-oceania from geofabrik again - old version was 09
June 2021. I have not updated osmconvert.exe a long time - but it cannot
create data out of nowhere...

And it is virtually identical... Maybe it is because I use precomp-sea also
for splitter?
