[mkgmap-dev] Deletion of unneeded hgt files

Regarding tiles covering Caspian Sea (N37E051 to N44E049), I thought 
it's height would be 0, but if the real height is -29m then they should 
not be removed from known-hgt.txt. But they are no longer available from 
SRTM or ALOS.

The other tiles removed in my patch are in open sea areas, so their 
height should be 0 and can be IMHO safely removed.
