[mkgmap-dev] levels priority

Hi Vuki

>From the code, it looks like the command line option
 --[overview-]levels=...
is used in preference to the style/options file 
 [overview-]levels=...
line

This could be make cleared in the style manual section 3.4 and the
command line options description.
