[mkgmap-dev] Misc documentation fixes

Yes - You're right, they are different.

I hadn't noticed before, but the the versions of the files in release
download have been through a document processor. This is "asciidoc" in
the case of the style manual, but I'm not sure about the others.

Whatever it is, it fails for "tuning.txt", but the others look
reasonably like the resultant versions available from
