[mkgmap-dev] Maps are corrupt when using --code-page=65001 [Zumo XT]

All garmin devices sold first since 2016 block free unicode maps. So it's
not the maps by mkgmap are corrupt - but garmins copyright protection is
wrong. Usually the message was better however saying maps cannot be
unlocked (but haven't been locked from the start of course)
