Must this command utf-8 file (e.g. template.args) the BOM section?

When mkgmap reads the command file (like template.args) it expects utf-8.

I think Garmin only uses latin-1 characters in the fields for description, map name etc, but I am not sure about this.
Did you already try it?

Is it possible to display characters from Eastern Europe code page in Garmin unit (Oregon 650) which are in description fields (e.g. "description", "region-name" ...) in "template.args"?
In which code page should be this file (utf-8,1250) and which parameter "code-page" ?
