[mkgmap-dev] splitter

with the latest version of the splitter , it no longer splits in 3rd party
software i have .

but when i go back to 476 , all is well

the 3rd party software i am useing is mapuloader from pinns.co.uk
and australia -latest map file from download.geofabrik.de

any ideas
