[mkgmap-dev] bicycle=use_sidepath

For the Netherlands bicycle=use_sidepath should definitely be set to no; 
Unconnected or not drawn cycleways in combination with bicycle=use_sidepath on the main highway are mapping errors on OSM and should corrected in the database.
