[mkgmap-dev] Wrong adresses for 3 french cities

Hi Paco,

I think you are right, removing these two lines seems to be the best solution.

I wonder why we hase so many country specific rules in this block in (inc/address at line 38):

In other words, the country specific rules are only needed when they do something different to the general rules
that is really needed for that country.
