[mkgmap-dev] Merge unicode branch

Hi

I'd like to merge the unicode branch.

There are a fair few differences, but I think that they
do not affect anything that currently works. I've tested
a map with code-page=1250 and the branch and trunk results
are identical.

Currently code-page=65001 in trunk does not work at all
so even if there are remaining bugs in the unicode support
it should be an improvement.

I'll merge it in a few days if there are no reports of regressions
with the single byte code pages.
