[mkgmap-dev] german umlauts äöü in style files

Hi

If you save as ANSI then it would become a "?", but it ought to
work if saved as utf-8.

So first we need to check if it is really being saved in utf-8.
If you upload the relevant style file to files.mkgmap.org.uk I can check it.
