sorry, I confused the nick names. I tested with 
https://github.com/aighes/RadReiseKarte

It contains an options file with these settings:
levels=0:24, 1:23, 2:22, 3:21, 4:20, 
overview-levels=5:18, 6:16, 7:14, 8:12, 9:11

and e.g. this line in the polygons file:
natural=sea { add mkgmap:skipSizeFilter=true } [0x32 level 8]
