[mkgmap-dev] Overview map for Africa

Hi Gerd,
It was the typ file option that was causing it.
Without type file it generates an overview map but it doesn't do what I want.
There is no sea, no coastline, but everything turns into 0x0b polygon (hospital) as background.
Also no borderlines.
