[mkgmap-dev] Splitter Error

Hi,

please try the attached patch (which is just a quick hack). It implements a
special mode in the split algo (only for polygons).
Activate it with --x-marine-device=true and use it in combination with
--preserve-element-order
and your prepro. 
Does that improve your map?
