[mkgmap-dev] mkgmap 2470 breakage

I have some problem with new mkgmap and fix it in style:

-  key1=value & !key2=value2
+  key1=value & !(key2=value2)

Yea, it is kind of a valid but meaningless statement:
highway = NOT '*'
which I should probably disallow.

I will write a fix for this when I get back home later today.
