Alternatively, you can use my coastline extracts:

http://fabianowski.eu/osm/coastlines/

They are not precompiled coastline files but coastlines extracted from
the planet file and the Geofabrik Europe file. You can feed them to
mkgmap directly.

I update the files as time permits. The most recent one is dated 20th
January 2013 at this moment.
