Remove option --createboundsfilename with separate boundary preprocessor.

The new boundary preprocessor can be started with
 java -cp mkgmap.jar uk.me.parabola.mkgmap.reader.osm.boundary.BoundaryPreprocessor <inputfile> <boundsdirectory>
