[mkgmap-dev] why is mkgmap missing this road?

i tried this:
highway=tertiary [0x01 road_class=0 road_speed=0 resolution 14]

and this:
highway=* [0x01 road_class=0 road_speed=0 resolution 14]

nothing else in the style.

strangely, the default style *is* rendering this road.
