[mkgmap-dev] Fix for mkgmap --version

Hi,

for me, mkgmap --version never worked. Now I found the reason:
Some JRE comes with an own "version.properties" file, which of
course is incompatible to the mkgmap one. Thus mkgmap --version
did always print only "svn".

I think the easiest way to solve the file conflict is to rename
the mkgmap version to "mkgmap-version.properties".

Patch attached, this one fixes the problem for me.
