An example of this are cycleways or walking paths. When they run next to 
a highway, they are clutter at >30m zoom levels (get drawn on top of the 
highway). When there are no ways for motorized vehicles nearby, the 
cycleways should be shown at 500m or even greater scale.

This should probably depend on the size of the feature as well. A short 
path (or ramp or whatever) should not be displayed on scales where it 
would be only a few pixels.
