[mkgmap-dev] Merge locator branch back to trunk

Hi,

I think the locator branch is ready to be merged back to trunk.
I will improve the help files so that it's easier to understand what 
need to be added to the style file and which parameters need to be added 
to use the new locator features.

Any objections?
