[mkgmap-dev] [locator] Europe boundary data for download

I am not an osmosis expert but I guess that you loose a fair amount of 
boundaries with your parameters. All ways that are not tagged with 
boundary=administrative but are used in a boundary relation should be 
missing in your osm file.
