Revert the INPUT_CHARSET for the polish files to iso-8859-1

This is essential to the way it works (its basically a trick to avoid converting
to using an InputStream).

Made the default when there is no codepage parameter utf-8, to retain previous behaviour.
This is an extension to the format which does not conflict with correct files I believe.
