[mkgmap-dev] Increase MAXHINCR or MAX_HEAP_SECTS

I think the problem could be the cloudmade extracts. At least 2 years 
ago they would not work. Try with geofabrik extracts instead. (and 
austria without splitting into at least 7-8 tiles will not work anyhow).
