Map amenity=shelter to 0x2b06 and add tourism=wilderness_hut.

Mapping amenity=shelter to 0x6402 (or 0x6412) is a bad idea in urban areas,
because then the point would display from much further distance than
most points of interest, such as shops and restaurants.
