[mkgmap-dev] Flooded tiles

Not sure if it would help but I also include completeWays=yes and
completeRelations=yes on each bounding box when using osmosis .36 haven't
yet used .37

Every tile, which contains a coastline is flooded.

for cutting the europe-extract. osmosis-version was the actual snapshot of
0.37. Could this be a problem? Before I used 0.34
