[mkgmap-dev] Preprocessing OSM for mkgmap

this is an interesting approach. Can be useful for other osm manipulations
too like fixing typos. will try it.
and I know perl regexp much better ...
I recommend to add a wiki page on the main osm wiki server to reach non
mkgmap users too.
