Yes with the newest version it is. however you have to watch out not to 
have any other line with highway=pedestrian in your stylefile.
i.e.

highway=pedestrian & area!=yes [...resolution 22]
highway=pedestrian & area=yes [..... resolution ?? continue]

and then in your polygon file
highway=predestrian & area=yes [..]

If you have

highway=pedestrian [... continue]
highway=pedestrian & area=yes [... continue]

THEN it will not work. Only one copy, no more.
