[mkgmap-dev] Exception in mkgmap r1328

Ok, I was able to identify the damaged .img file. But I still cannot 
tell, what the problem is. I compared it with a good file at the finest 
log level and basically it appears that a lot of stuff is read from the 
other file, but in this case the attempt to read data fails silently.

I have tried re-generating the .img with loglevel WARNING, but still 
there are many warnings about turn restrictins and access tags, but 
nothing that would indicate an invalid or prematureley terminated file.
