I applied this patch, and tested it on the areas where I have found
routing problems: I unfortunately could detect no significant
difference. (Presumably the patch addresses other problems than the
ones I have found. Certainly, the routing was not worsened.)

I did notice, strangely, that some (but not all) pedestrian areas
disappeared from the maps. These are pedestrian highways with
area=yes. This could be a side-effect of something else, but I do not
believe that I made any other changes.
