did not yet try to reproduce the problem. You may try this option:
--poi-excl-index=0x6400-0x661f
Did you try older version of mkgmap with the same input file?
What happens with a gmapsupp.img produced with MapSource?

Strange observation: It works (same script, same software) with my local
area (north east of Germany), pfb files downloaded in february 2016.

So it seems there's a problem with the

http://download.geofabrik.de/europe/france/reunion-latest.osm.pbf

map, which seems to cause mkgmap produce a bad map.
