I don't have an answer for your main question (and I would really like 
to, as I also build maps for two kind of vehicles in successive runs of 
mkgmap). Regarding your concern about negative values, you can use 
mkgmap:road-speed-min to set a minimum value mkgmap:road_speed can reach.
