[mkgmap-dev] Copyright & License file reader improvements

Hi Henning, I assume you are creating maps with different code pages but
using the same copyright/license file for them. Hadn't thought of that
scenario. That would rule out option 3 as you say.

I think similar. No3 seems to be a very bad idea, as code-page is
different for different maps.
