[mkgmap-dev] Finalize section not working as expected

this workaround for routing blocking crossing:barrier 

crossing:barrier!=no
    {addaccess yes;
      set mkgmap:road-speed=0;}


work expected in include 'inc/compat_access'; after include 'inc/access';
