I tried to reproduce the problem, but I see normal (almost nice) coastlines using your parms
in combination with sea_20130308.zip and the default style.
Maybe you have changed the levels in your style so that the lowest resolution is below 16?
I see ugly coastlines like yours when I change the lowest resolution to 14 like this in the options file:
#levels = 0:24, 1:22, 2:20, 3:18, 4:16
levels = 0:24, 1:22, 2:20, 3:18, 4:14
